Our Story

Navigating Kentucky Disability Services Shouldn't Feel Overwhelming

Community Inclusion KY was founded on the belief that every family deserves a provider who shows up, builds real relationships, and provides support that truly makes a difference.

From our first days providing Kentucky Medicaid waiver services, we've grown steadily by staying true to one mission: person-centered, community-first care for every stage of life. That growth led us to become one of the first agencies in Kentucky authorized to provide the new CHILD Waiver — a milestone we're incredibly proud of.

Today, Community Inclusion KY serves individuals and families across Kentucky through programs spanning waiver services, child stabilization, behavioral health, iRise, and DCBS foster care supports.

The People Behind the Mission

Our team brings decades of combined experience in Kentucky disability services, Medicaid waiver programs, behavioral health, and child welfare.

Led by Heart & Clinical Expertise

Our founders, Toni Mullins and Nikki Powell, lead with a single, powerful vision: a lifelong, diagnosis-to-empowerment approach to care. By combining Toni's background as a registered nurse with Nikki's expertise as a Behavior Support Specialist, they've woven deep clinical knowledge and genuine heart into everything Community Inclusion does. They believe every individual deserves a life of dignity, safety, and joy.

Whether we're supporting families through the CHILD Waiver and DCBS, providing stability through SCL and MPW, or delivering life-changing Behavioral Health and iRise services, Toni and Nikki lead by example — with one message for every team member: your work is essential, your heart is needed, and the difference you make today lasts a lifetime.
